Safety is the primary consideration in the prelaunch preparation process of a spacecraft that utilizes a space nuclear power system such as the Topaz II. The planned prelaunch preparation process of the Topaz II for use in its original application in Russia is described. The differences in safety philosophy between Russia and the United States are then examined. A proposed prelaunch preparation process for a United States space mission that utilizes the Topaz II is then developed. |
