At first glance, the United States appears to have overcome price as a barrier for access to postsecondary education. In 2008-09, all student aid programs (federal, state, and institutional) totalled more than $168 billion with an average award of $10,185 (College Board, 2009b). Despite this remarkable investment, however, access to higher education and college completion rates still vary widely among different groups. In the U.S., about 34 of every 100 white students obtain a bachelor’s degree by age 25–29, compared to only 17 of 100 African Americans and 11 of 100 Latina/os. |
