Popis: Rudiger Wolfrum has underlined the possibilities to control sea-traffic under specific circumstances. Therefore, he may be interested in a discussion concerning new developments for the control of shipments on the High Seas. This chapter shows that international law has developed further and will not always exclusively rely on the consent of the flag State as precondition for interception. Policing the oceans in a period of growing dangers from terrorism, proliferation of weapons of mass destruction and other illegal cargo seems highly necessary. It is clear that the communication and information systems on which such policing should be based are not available for all States. The jurisdiction of the flag State is an age-old principle of international law. It should, however, not be the basis for increasing the dangers. Therefore, States should be willing to agree to inspection where reasonable grounds exist and laid down in the different rules.
