Popis: | The recognition of the need to understand the changes that have occurred in the organizational practices produced a body of work that can be grouped within the thematic called "new organizational forms." This article is included in this theme, aiming to discuss the flexibility of bureaucracy in a public organization. To this end, an evaluation model based on the dimensions proposed by Volberda (1988) was structured - considering the implementation of substantive rationality in an organization through what the author calls dynamic control – in the State Bureau of Administration of Santa Catarina. Regarding the methodology, it is configured as a descriptive study and it constitutes a case study. It was used as a methodological intervention instrument connected to Operational Research, called MCDA-C methodology. The contribution of the MCDA-C in this context is partly because this methodology allows the organization of the analysis criteria proposed by Volberda, establishes a rating scale for each of these criteria and carries out an assessment to quantify the degree of flexibility of the organization being studied. The organization obtained 35.4 points, which was configured, in a general analysis, as a low degree of flexibility. In a more specific analysis, it presented a higher degree of flexibility in the dimension of organizational culture and a lower degree of flexibility in the dimension of organizational structure.
