A free trade area and a customs union have in common the objective of abolishing the tariff and non-tariff barriers to trade between member countries. A customs union goes beyond a free trade area in adopting a common external tariff (CET). This provides a common barrier to imports from non-member countries which is designed to prevent any one country gaining a competitive advantage over the others by, for example, importing raw materials at lower prices. (This aspect of the common market is covered further in Chapter 14 on the Common Commercial Policy). |
