The near universal perception, emanating from media discourse, that the incidence.of child abuse is dramatically on the increase is criticised. Arguments for this view are equivocal and it may be impossible to accurately uncover the extent of abuse. Within a long term historical time frame, abuse in the West may well be decreasing. Abuse may have been 'discovered' and articulated as a social problem when it became sufficiently uncommon for widespread condemnation and concern to surface and to stay afloat. |
