Popis: The development and transfer of nuclear technology have been put under strict control due to its possible military use, leading to the creation of international non-proliferation regimes. One of the latest proposals was the creation of multilateral banks of low enriched uranium (leu). The article states that, under the goal of non-proliferation, this initiative can contribute to accentuate the asymmetry in the distribution of world economic and political power, damaging the endogenous development of this technology in emerging countries. Against this, the article investigates the existence of margins to maneuver in the international system from the case of study of Argentina, one of the few developing countries that have managed to export nuclear technology, and has declared the development of independent nuclear activity as a State policy
