Description of Planning Functions in Puskesmas Waiklibang, Tanjung Bunga District, East Flores District

Popis: Planning is a management function that determines the success or failure of other management functions. The MSS performance at Waiklibang Health Center in 2017-2019 fluctuated and even declined, demonstrating the need for better management from the government, especially during the planning stage. The purpose of this study was to describe the planning at Waiklibang Health Center, Tanjung Bunga District, East Flores Regency. This research was qualitative descriptive research with a case study approach. A total of 10 informants was interviewed. Data triangulation was carried out by interviewing the sub-district head and five village leaders. The results of this study indicated that the planning at Waiklibang Health Center was carried out but needed to thoroughly follow the guidelines of the Minister of Health Regulation 44 of 2016. No puskesmas management team was formed. The program manager carried out the planning. Several stages in the situation analysis were conducted by comparing the achievement with the target, but the problem statement was not formed. While the Proposed Activity Plan (RUK) was prepared, planning for the routine activity or facilities/infrastructure needs was omitted. The resulting document was still a Work Plan and Budget (RKA) for Non-Physical Special Allocation Funds (DAK). The Activity Implementation Plan (RPK) preparation was based on the RUK. Although cross-sectoral support was available, it was not maximized to its full potential because not all sectors were involved in handling health problems. Waiklibang Health Center needs to improve the planning at the Puskesmas.
