Understood as the inability of households to secure adequate level of energy services, energy poverty (EP) has become a widespread societal concern that demands structural responses. 10-25% of EU citizens are estimated to be energy poor, the situation being even worse in SEE region, where it is likely that up to 50% households are affected. The existing policies for promotion of energy efficiency are not designed to target EP households and EP households do not use them because the application is too demanding. This is why project REACH tries to provide practical and structural solutions to the EP in SEE, creating path to social reintegration by empowering affected households to reduce their energy and water use through cheap energy efficiency and energy saving measures. Aim of the project is also to advocate for structural and policy measures to address EP. While there are many attempts to create universal definition for energy poverty, in practice regional differences in manifestation and severity of EP in the EU are clearly visible, although not properly tackled. The research presented will outline proposals for structural measures and highlight the CEE/SEE specifics in the EP challenge |
