Abstrakt: |
The article reports on the concept of using best equipped, best-served principles in ground delay program to serve as an incentive for airlines through flight prioritization. It says that since upgrades are costly, aircraft equipped with advanced technology systems will be given priority over those that are unequipped or lesser-equipped to achieve a benefit. The evaluation of the program in relation to the allocation policy issues, allocation methods and equipage scenarios used is included. |
