The article discusses the reorganization of the U.S. War Department during World War II. The author reflects on internal divisions regarding administrative control by the General Headquarters (GHQ). Emphasis is given to a plan proposed by General Joseph T. McNarney wherein the War Department General Staff has strategic controls and direction of operations, determines overall requirements, and formulates basic decision and policies relating to organization, administration, training, and supply. |
