| Abstrakt: | The article examines the whether Afghanistan National Development Strategy (ANDS) has the potential of being the roadmap for joint action over the next five years and ability to set the government's priorities. It provides a brief analysis of the characteristics of a strategy, citing the overview of the goals and structure of the ANDS. It argues that ANDS is on the basis of fundamentally flawed assumptions on the nature of Afghanistan's political, economic, and social realities. |
