This study set out to examine if it is it possible to improve the literacy and numeracy of young people who offend and to explore the barriers to improving literacy and numeracy. The question of whether improving literacy and numeracy reduces re-offending was also addressed. A wide range of evaluation data were gathered by 16 education projects across England and Wales on 476 young people. Projects aimed to assess young people's literacy and numeracy skills at the beginning and the end of their time on the projects. Modest but highly statistically significant gains were made in both literacy and numeracy. The major barrier identified both to gaining qualifications and to making gains in literacy and numeracy was low attendance on the program. Literacy and numeracy gains predicted lower rates of re-offending. Lower rates of previous offending, being female and making progress in literacy explained 42 percent of the variance of re- offending. It is tentatively concluded that the literacy and numeracy skills of juvenile offenders can be improved by attending an education and training program, if they attend the course for 14 weeks or more and that this may result in lower rates of re-offending.
