The Management Committee, as the governing body Of the Guangdong-Macao In-Depth Co-operation Zone in Hengqin, plays a pivotal role in the zone's development. However, the current normative documents cannot provide the necessary legal basis for establishing the Management Committee. Drawing on arguments hom various perspectives, including the principles of legal reservation, authorisation andfunctional propriety, this article concludes that the management system of the Guangdong-Macao In-Depth Co-operation Zone should be established through central legislation. Building upon the existing legal Aamework, the enactment of a Law on Guangdong-Macao In-Depth Co-operation Zone is recommended. Additionally, optimising the structure of the management system entails adjusting the leadership system, clarifying the legal status, functions and powers of the Management Committee, improving its internal structure and pefecting the administrative remedy system.
