WOMEN'S PARTICIPATION IN PANCHAYATI RAJ FOR IMPROVING HEALTH STATUS: A CASE FOR UTTAR PRADESH.

Abstrakt: The article focuses on women's participation in Panchayati Raj Institutions (PRIs--local bodies) for improving health status. In order to understand how women see their role in Panchayats and village development, a Family Planning Association of India (FPAI) team undertook a brief study of PRIs in Uttar Pradesh (India). The objective of the study was to do a situation analysis to document the status of PRIs in two villages, status of health providing agencies in the two villages, women's experiences of participation, and what are the needs expressed by women. The local bodies under the new PRIs continue to be treated merely as a third tier of implementation of development policies and programs that are designed by higher tiers of government. Despite clearly defined constitutional responsibilities of local bodies, higher tiers of executive and administration continue to take decisions about the use of resources, thereby usurping the authority of local bodies. People's monitoring of health services would significantly increase the answerability of public health services and will lead to more people's involvement in the process of implementing various health services.
