Abstrakt:	The article presents a speech by career diplomat Jean-Marc Simon delivered before a session of the French Académie des sciences d'outre-mer in France in November 2013. Simon introduces Alassane Dramane Ouattara, the president of the Republic of ivory Coast, to the academy. Ouattara has been economist in the IMF and joined the central Bank of the States of West Africa.
