The article reports on the condition of International Tennis Center of Delray Beach, Florida, which in 1981 was named one of the 50 best courts in the country by the "Tennis Magazine" and is now in a state of disrepair since it was taken over by the Federal Savings & Loan Insurance Corp. (now U.S. Federal Deposit Insurance Corp.) in 1986. Though the name has changed, the job and the personnel essentially remain the same. The development's decline is a stark illustration of what happens when bureaucrats try to be businessmen. |
