Abstrakt:	The authors describe a strategic evaluation system for research and development (R&D) in Japan's public research institutes, using examples implemented in the National Institute of Advanced Industrial Science and Technology (AIST). Important issues include promoting coherent and concurrent research on the basis of a strategy to bring about outcomes, and performing the evaluation from the perspective of outcomes in order to develop a clear scenario that might be related to future innovations. © Wiley Periodicals, Inc.
