The article focuses on the implications of congressional budget cuts for the U.S. Army's Future Combat Systems program. Officials say congressional budget cuts amounting to more than $789 million between fiscal year 2006 and 2008 have resulted in an Acquisition Program Baseline Schedule breach for the Army's major modernization program.
