This article explores the challenges faced by domestic violence victims in rural Scott County, Tennessee, and the reforms implemented to address these issues. The county has established the Family Justice Center and a dedicated court program for domestic violence cases. One significant aspect of these reforms is the restriction of firearms for individuals involved in domestic violence incidents. While these changes have resulted in a decrease in domestic violence incidents in Scott County, similar reforms have not been adopted in other rural counties in Tennessee due to cultural attitudes and personal beliefs of judges. The article also discusses the contrasting approaches of Judge Mike Hinson in Lewis County, who has been criticized for sympathizing with perpetrators, and Judge Scarlett Ellis in Scott County, who takes a more supportive approach towards victims.
