The MICE-Stadium industry is considered as one of the industries with high economic attractiveness for investors; however, the Minister of PUPR has mandated that every new building with a minimum building area of 50,000 M2 must have a green building certificate and the green building concept is a necessity in the current building life cycle to reduce environmental problems and to accept international end-user requirements. The purpose of this paper is to answer the needs of investors in order to optimize the performance of building construction against the premium cost of green buildings in achieving a green building rating tool with life cycle costs using structural equation modeling by assessing the influencing factors. Therefore, this study assists building stakeholders in determining building requirements to achieve green building certification targets. Empirically this paper collects data on green buildings in the Indonesian construction industry such as the dominant factors affecting green buildings, initial costs, operational and maintenance costs, and achievement of certification scores. After that, the value engineering method is carried out to get the optimal cost for green building based on aspects of function, building cost and energy saving. The findings show that optimization of construction performance affects the achievement of green buildings by increasing the efficiency of energy, water, and life cycle costs effectively, especially in choosing building covers and air conditioning systems.
