Abstrakt: The article presents the results of studies aimed at ensuring measurement uniformity in the field of digital communication. Requirements are established for the metrological characteristics of GET 200-2023 State Primary Standard of the transmitted (received) information (data) unit and the units of packet network parameters, taking into account the provision of the required margin of accuracy in the measurement unit transfer to working standards and measuring instruments. This article also covers problematic issues associated with ensuring measurement uniformity in packet networks, as well as developed methods and means for reproducing the units of packet network parameters. The composition and metrological characteristics of GET 200-2023 are given, along with the procedures for transferring units reproduced by the standard to working standards of different types and measuring instruments. The study shows that GET 200-2023 capabilities of ensuring the measurement uniformity of packet network parameters can meet the needs of the Russian Federation in the next 5–7 years.
