Not for me it wasn't About an hour after reading your "Question of the Fortnight" on Microsoft "unlocking" Windows 11 for Windows 10, I received the very message you showed in your screenshot. Microsoft trashed its Windows 10 promise I would have more sympathy with Microsoft nagging Windows 10 users to upgrade to 11 if they hadn't spent years insisting that 10 would be the final ever version of the operating system ("Question of the Fortnight", Issue 658, pictured).
