Abstrakt: French Prime Minister Raymond Poincare has sabotaged the Genoa Conference, held for the reconstruction of European finance and commerce in Genoa, Italy. One by one he takes up the questions that were to have been discussed there, and says, in the manner of a spoiled only child, that he will not discuss them. Bootleggers, like the operators of the Underground Railroad of yore, successfully defy the militant agents of the U.S. State and Federal governments, bat they have brought to despair one powerful bureau of Department of the Treasury.
