The article discusses the use of a process called Negotiated Rulemaking (NRM), a 10-month effort that brought diverse community members together from across the state to collaboratively update child care regulations, by Department of Early Learning (DEL) in Washington. Topics including the steps for moving from traditional to negotiated rulemaking, DEL's proposal for realignment of childcare licensing regulations, and the effectivity and inclusivity of NRM are also discussed. |
