Abstrakt: This article is devoted to the study of the main stages of modernization of the sphere of housing and communal services in the Russian economy, the main trends in the modernization of the country's economy as a whole and, in particular, the sphere of housing and communal services. The structure of modernization of Russian scientists is divided into three sectors. The first one is export, which is competitive in nature, as it includes the production of materials from oil, oil products and natural gas that prevail in the national economy. The second sector is manufacturing, agriculture, construction, which are oriented to the domestic market and internal trade. These species face high competition in the world market, so they are not export oriented. And the third sector is non-market, which includes transport, electricity, the domestic market of the gas industry, the housing and communal sector, etc. That is, those activities in which the share of state regulation of tariffs is predominant. Now the issue of the need for structural changes in the economy in connection with the completed recovery period is acute, and scientists have identified two different approaches.
