CURRENT STATE AND PROMISING AREAS OF COLLABORATION OF THE RUSSIAN FEDERATION AND THE MEMBER STATES OF THE ORGANIZATION OF THE BLACK SEA ECONOMIC COOPERATION.

Abstrakt: Regional international organizations have a significant impact on the global economy by fostering bilateral and multilateral collaboration and cooperation in a wide range of areas. The Organization of the Black Sea Economic Cooperation (BSEC) serves as a forum for cooperation of 12 Member States in about 20 different areas, including information and communication technologies, exchange of statistical data and economic information, healthcare, environmental protection, education, science and technology, and aims to encourage multilateral relations and foster economic development in the Black Sea region. This study contains an analysis of the current state, dynamics and prospects of international cooperation of the BSEC Member States with the Russian Federation in the field of research, science and education. The main objectives of the development of international cooperation in these areas include implementation of joint Research & Development projects and programs for greater valorization of the educational potential, geared towards increased students' mobility rates and cooperation among universities and research-focused institutions in the BSEC Member States. Addressing these objectives will allow to increase the efficiency of the exchange of the best practices in the field of research, science and education, as well as expand the application of innovative technologies in these areas of cooperation. The key method of the study is a bibliometric analysis of Scopus indexed scientific publications of universities and research-focused institutions in the BSEC Member States in a wide range of subject areas over a period 2010-2016. The article provides an overview of the current state and dynamics of cooperation of the BSEC Member States and the analysis of the promising areas of collaboration in the field of research, science and education. The article concludes that overcoming the barriers to multilateral and bilateral cooperation and strengthening collaboration of the BSEC Member States in the promising areas of research will improve the level of internationalization of universities and research-focused institutions in the BSEC Member States, enhance the quality of education and improve research and economic cooperation.
