This article reviews the new political institution - starosta, which established authorities in the implementation of decentralization reforms. The article reveals the legal and political basis for the formation and functioning of the institution starost. Detected as major powers, who referred to the current legislation, and more - are determined by local councils. Special attention is paid to the article features of starosta on forming local budget and its activities in the executive committee of the united community. Also, the article attracted attention on the election headman and requirements for candidates for the position. Reviews the transformation process at the local level in the political arena.
