The magnetic excitations in $\mathrm{CoP}{\mathrm{S}}_{3}$, a two-dimensional van der Waals (vdW) antiferromagnet with ${\mathrm{Co}}^{2+}$ ion on a honeycomb lattice, have been measured using powder inelastic neutron scattering. The absence of spin-
