Full exploitation of the physics potential of a future International Linear Collider will require the use of polarized electron and positron beams. Experiment E166 at the Stanford Linear Accelerator Center (SLAC) has demonstrated a scheme in which an

A conceptual program to use NLC beams for test beams and fixed target physics is described. Primary undisrupted polarized beams would be the most simple to use, but for NLC, the disrupted beams are of good enough quality that they could also be used,

Electroexcitation of 140 Ce was studied using 92 MeV electrons at scattering angles of 90 and 105 deg, and 80 MeV electrons at 90 deg. An analysis was made using DWBA calculations and the hydrodynamic model. The results agree with previous experiment
