The ($p, \ensuremath{\gamma}$) reaction populating highly excited states in $^{28}\mathrm{Si}$ is shown to be dominated by giant dipole resonances built upon one-particle, one-hole states. Each giant resonance is centered at ${E}_{\ensuremath{\gamma}
