We present a low-frequency Raman study of ${\mathrm{RbC}}_{60}$ in its orthorombic polymer phase. The ${H}_{g}(1)$ mode splits in three components at the polymer--orientationally-disordered-monomer phase transition ${(T}_{\mathrm{p}/\mathrm{d}}\mathr
