This paper proposes a hybrid meta-heuristic, Tabu Threshold Algorithm (TTA), to efficiently and effectively solve Vehicle Routing Problem with Time Window Constraints (VRPTW). TTA integrates Tabu Search (TS) and Threshold Accepting (TA). TS is one of
