An investigation of low-lying energy levels of $^{130,132}\mathrm{Ce}$, $^{132,134}\mathrm{Nd}$, and $^{134}\mathrm{Pm}$ has been made via \ensuremath{\beta} decay, especially of those levels in the ${\mathit{K}}^{\mathrm{\ensuremath{\pi}}}$=${2}^{+}

136Pm and136Nd were studied using theβ decay of136Sm and136Pm. The radioactive nuclei were produced by the92Mo (48Ti,xpyn) and112Sn (28Si,xpyn) reactions. The UNISOR isotope separator enabled mass identification. The previously unknown level scheme

Radioactive104Nb was produced as a fission product and separated by use of the gasfilled magnetic separator JOSEF. Isomeric104Nb half lives of 0.99 and 4.8 s were determined. It was established that the shorter half life is due to the decay of a high
